Commissioners Scott Miller, Scott Blain, and Bill Bullock; and Administrative Officer Angela Newell were present.
8:30 Pledge of Allegiance.
Discussion about pre-paid labor for Fair fence and whether or not a refund may be due. Commissioners agreed it was up to the Fair Board to attempt a resolution with the contractor.
8:45 Disaster and Emergency Services (DES) Coordinator Cyrina Allen met with Commissioners to discuss the Emergency Management Planning Grant (EMPG) Reverted Funds Grant. Carbon County was awarded the grant, and Commissioners approved the grant obligation.
9:00 Brook Million and Joel Adams met with Commissioners to discuss sponsorship for watershed planning grant for mapping of the channel migration zone. Grant is due next Friday. Blain moved to sponsor the Clarks Fork Yellowstone Partnership Grant Application for the DNRC Conservation and Development Planning Grant; Miller seconded; Commissioners are happy to provide staff to get the application started, but requested the Partnership do as much of the work as possible; Miller noted the need to work cooperatively so that all the needs can be addressed in as much of a cooperative manner as possible; Bullock noted some of the recent frustrations with DNRC’s response in the flood recovery effort; motion carried.
9:30 Red Lodge Mayor Kristen Cogswell met for her regularly scheduled meeting. Discussion of Planning Board denial of Condo development in the Airport Overlay Zone.
Commissioners reviewed survey worksheets from Red Lodge Surveying regarding property boundary at 10 Oakes Ave S. With no rear and side zoning setbacks, they do not believe there is an encroachment beyond the construction materials (dirt) that was previously discussed with the owner.
Commissioners reviewed the 2012 Phase I Report for Cedar Wood Villa. No findings were reported.
11:30 Truman Neprud from Tractor and Equipment reviewed machine specifications for various excavator models.
