Commissioners Robert ‘Pits’ DeArmond, Scott Blain, and Bill Bullock, and Administrative Officer Angela Newell were present.

9:00 Lori Lynde, Lola Ashby, Christine Stovall, Ryan Brajcich met with Commissioners for the appointment of the Carbon County Treasurer. Commissioner Blain moved to appoint Lori Lynde as County Treasurer, Assessor, and Superintendent of Schools; Commissioner DeArmond seconded; motion carried.
Commissioner Blain moved to give Lori Lynde administrative permissions in Black Mountain Assessor and Accounting programs; Commissioner DeArmond seconded; motion carried.
9:10 DES Coord. / GIS Mgr. Tom Kohley met with Commissioners to discuss the upcoming Highway 310/212 realignment addressing meeting with Yellowstone County and the Montana Department of Transportation. There have been some landowners concerned with the proposed road name change to the Bundy Ferry road for the old highway 212/310 and do not want their new address to be on the Bundy Ferry road.
Commissioner Blain moved to approve Commissioners Proceedings for September 10th and 13th, 2018; Commissioner DeArmond seconded; motion carried.
10:00 County Attorney Alex Nixon met with Commissioners. They discussed Monday’s meeting for the Windmill Farms Subdivision preliminary plat approval. They also discussed the draft litter and community decay ordinance.
10:30 Sheriff Josh McQuillan and Sanitarian Josh Juarez met with Commissioners and the County Attorney to discuss the control of litter and community decay ordinance. Sheriff McQuillan would like the process to be complaint driven. Commissioners and Alex also discussed removing provisions for appeals to the commissioners.
11:07 Sheriff Josh McQuillan met with Commissioners to discuss reinstating the County’s drug dog program. Sheriff McQuillan requested the handler receive a stipend of $120/pay period for the extra duties associated with having the dog. He also noted the dog would be covered under the County’s current liability insurance policy; the County could add up to $10,000 property coverage. Sheriff McQuillan noted the dog they are considering purchasing is a 4-year-old German Shepard with no known health issues and has had regular veterinary visits. With its current department the dog has helped recover $175,000 and over 50 lbs marijuana. According to the agency the dog was with, it has no history of biting or aggressive behavior and was taken to schools and interacted with children. Sheriff McQuillan noted the dog is expected to be able to of the dog and initial training is $4,000 plus the cost of lodging and meals for the deputy. The program will be funded by drug forfeiture funds. Noted draft policy has been submitted to County Attorney for review. Commissioner Bullock expressed concerns about other assigned duties like the detective requesting an additional stipend; Sheriff Josh McQuillan does not feel any other assigned duties are at the same level as the dog. Commissioners approved the purchase of the drug dog.
Commissioner Blain moved to approve Resolutions 2018-15 to Rescind Resolution 2018-05 and 2018-16 to Request the Distribution of Local Government Road Construction and Maintenance Match program (BaRSAA) Funds; Commissioner DeArmond seconded; motion carried.
